Industrial User Survey

An effective program starts with an active survey of the service area — you can't permit businesses you don't know about.

An industrial user survey identifies every business in the service area that might discharge pollutants of concern. Business licensing records, water utility accounts, and SIC/NAICS code searches all contribute to a complete list.

Surveys must be repeated periodically — industries open, close, change processes, and relocate. A survey done once and forgotten guarantees that new industrial users slip into the system unpermitted.

A short questionnaire covering industrial processes, chemicals used, water use, and discharge points is the most cost-effective survey tool; detailed questionnaires get shorter answer rates and worse data.

Catalog every industrial user even if their discharges turn out to be negligible — a documented 'no discharge of concern' decision protects the program later if conditions change.
