Master Plan Development
A master plan projects service area population, flow, and loading growth over 20-30 years; identifies capacity gaps in the existing infrastructure; and recommends investments to close those gaps.
Master plans evaluate the full system — collection, treatment, solids, energy, instrumentation — as interconnected systems, not isolated components.
Scenario planning, increasingly common in master plans, develops multiple futures (high-growth, low-growth, climate-impacted) to test how well the utility can respond to a range of futures rather than a single forecast.
Master plan updates, typically every 5-10 years, allow incorporation of new data (regulatory changes, growth patterns, climate projections) before the master plan's underlying assumptions become stale.
