ECHO Profile and Public Reporting
EPA's Enforcement and Compliance History Online (ECHO) displays permit compliance and enforcement history publicly — and many community members actually use it.
ECHO displays facility compliance status (in noncompliance, significant noncompliance, or no violations) based on DMR and other reported data.
Significant noncompliance (SNC) status — typically triggered by specific patterns of violations — triggers enhanced regulatory attention and potential enforcement.
An ECHO profile showing chronic violations is a public relations issue, not just a compliance issue — community members and local media review this data.
Operators and managers should periodically review their ECHO profile; reported violations that have been resolved but not updated in ECHO can be flagged to the regulator for correction.
