State Reuse Regulatory Frameworks

Reuse regulation is set primarily at the state level, with significant variation in requirements and terminology.

Unlike NPDES permitting, which follows a consistent federal framework, water reuse regulation is set primarily by individual states, resulting in significant variation in required treatment levels, monitoring, and terminology.

Some states have detailed, prescriptive reuse regulations (California's Title 22 is a widely referenced example) while others regulate reuse on a more case-by-case permit basis.

EPA's Water Reuse Action Plan and related guidance documents provide a national reference framework, but don't themselves impose binding requirements the way a state regulation does.

A utility considering a new reuse project should confirm its specific state's current requirements directly, since reuse regulations have been actively evolving and expanding in many states in recent years.
